Michigan's Quality Improvement Guidebook

In March 2008, Michigan was selected to participate in a third round of the Multi-State Learning Collaborative (MLC-3). Through a competitive process, 16 states were chosen to further enhance the efforts of states already conducting systematic performance and capacity assessment or accreditation programs and quality improvement activities with their public health departments. The goal of MLC-3 is to bring state and local practitioners and other stakeholders together in a community of practice that will 1) advance the application of quality improvement methods that results in specific, measurable improvements, and the institutionalization of quality improvement practice in public health departments; 2) contribute to the development of the national voluntary accreditation program; and 3) prepare local and state health departments for national accreditation. Through this grant and under the direction of the Michigan MLC-3 Steering Committee, a project team (MPHI, MDCH, and LHD members), with the aid of 2 mentors, will guide 4 LHDs through mini-collaborative projects designed to implement and evaluate QI processes in public health. Each mini-collaborative will consist of two LHDs and a mentor. Two mini-collaboratives will be established each year of the three-year grant period.
MLC-3, Year One
The health departments that participated in the first mini-collaborative, MLC-3, Year One were:
The mentors for the first mini-collaborative, Ward Lindsay and April Swartout, are both from Genesee County Health Department. During the first year of the third phase of the MLC, Michigan implemented two collaboratives each consisting of two health departments. The first collaborative focused on the target area of Health Improvement Planning and involved the Saginaw County Department of Public Health and Public Health – Delta Menominee. The second focused on the target area of reduce preventable risk factors that predispose to chronic disease and involved the Washtenaw County Public Health Department and Public Health – Muskegon County.
MLC-3, Year 2
The health departments participating in the second mini-collaborative, MLC-3, Year Two are:
The mentors for the second mini-collaborative, Ward Lindsay and April Swartout, are both from Genesee County Health Department. Currently, two collaboratives are working on their quality improvement projects. The first collaborative is focusing on the target area of Customer Service/Satisfaction and consists of District Health Department #10 and Central Michigan District Health Department. The other collaborative is focusing on the target area of Community Health Profile and consists of the Tuscola and Huron County Health Departments. Lead staff from the health departments that participated in the collaborative during the previous phase of the project (MLC-2) served as mentors during the first year of the current project (MLC-3) and are currently serving as mentors again during year 2.
MLC-3, Year 3
The health departments participating in the second mini-collaborative, MLC-3, Year Three are:
· Allegan County Health Department · Grand Traverse County Health Department · Mid-Michigan District Health Department · St. Clair County Health Department
The mentors for the third mini-collaborative are: Christina Harrington from the Saginaw County Department of Public Health and Jill Montgomery-Keast from Public Health – Muskegon County
Both Christina and Jill are staff members from health departments that participated in the collaborative during year one of the MLC-3 project.
